What ever happened to common sense? The warden really should have told her , and then if she refused to pick it up then fine her.

its normal apparently in London, that awful city rips everyone off, eg tourists by charging them £4 for ice-creams as they dont know any better, :x

According to the article, the council dispute her version of events, the wardens report described "the resident discarding an empty banana peel" which isn't the same as a bit of the end of a banana dropped by her child and also couldn't have been "accidental" either. If she willfully dropped it (and another stricle about the same incident described her having a bad attitude towards the initial warning) then yep, slap a fine on her!
