There's nothing they can do. The only things that would matter is if they gave Pompey some cash or guaranteed their survival in the Premier League, both of which are explicitly banned by the league's rules. It's just rhetoric. Pompey will be in administration by season's end, will get relegated and then Christ knows what will happen to them. The one thing the FA could have done was build the league on a rule set that didn't allow Pompey's former owners to practice what Michel Platini rightly described as 'financial doping' and then sod off before the wotnot hit the whirly thing.
