Its called protecting them selves. Budgets are generally based on current years spend plus x. So if they don't spend all their budget this year they loose it from next years as well.

That is because central government does not want to lose control over the purse strings so local department who have been careful would actually get penalised under the current system. There needs to huge reform of how budgets are allocated and what happens to surpluses when departments are careful.

Maybe the annual bonus should be based on how much they didn't spend while still doing what's necessary.

Unemployment is a lagging indicator so even if the recession has already ended unemployment will still rise for some time. If there is a further downturn then unemployment rates will again rise. Simples.
