If you read the article, it sounds like they went to a lot of trouble for a half-assed bomb attack, maybe out of some notion of revenge on the bank

Indeed.

The worst component would probably have been the propane cylinders but I'm not sure how quickly they would have gone up if the rest of it had caught fire. Still, anyone walking nearby would probably have been very seriously burned by the other items going up first.
