see what he should of done is, go and get the paperwork and fill it in. wait for authorisation for the saving of the fish. Invent a time machine, go back in time (battle the Daleks and Cybermen a few times) and then save the fish.

There has clearly been a failure of some kind at the Agency. This man should not have been find. It should be the hospital who are fined because there action would have breached the law. Not the man who intervened. :roll:

Surely the environment agency could fine the people draining the pond if it would have killed the fish?

Or is it that you can kill fish whenever you want but you only need a licence to prevent their deaths?
