It is common sense, so it is bound to fail, but I'll keep my fingers crossed that it does succeed. Affordable housing for local families in "holiday" areas is very much needed - as long as the title on the property restricts reselling to local for 50 years or something, otherwise you'll get locals buying cheap, selling high and buggering off anyway... :?

I think it will be good for the area. It will retain locals and the character of an area. It will also retain a significant local population in the off season, which has been a problem in the lake district and cornwall. Maybe the restrictions should be permanent rather than 50 years otherwise families will sell out a generation or two later and you are back to square one.

It's probably against EU law to make it statute only to sell to locals but there's nothing to stop people doing it anyway once the idea is out there. You don't have to sell anything to anyone if you don't want to.
