But under the changes announced earlier this month, that role is to be handed to local authorities.

GP fundholding didn't work well last time, neither did GP cluster service comissioning. Why will it this time, we ask?

It has never stopped them interfering before. Politicians like to leave their mark. Personally if the system is working well why not leave it alone. These sorts of changes could be suitable for education. Where the funds follow the pupil to a state school, but I can see this reform being used as a way of subsidising private health or education.
