It doesn't really matter, does it? The photographer/s in this story were not on private property and they weren't even taking pictures of the building in question.
So weather private security or police, they were, as you say, idiotic, and still ignorant of the law.
Anyway, the accused in this story is to get a formal apology from the arena manager.
