Even the NYPD might struggle to justify that case

Actually if you read further you discover a litany of problems for the police.

Quote:
Four armed officers fired 46 bullets at Angel Alvarez after he allegedly shot a fellow partygoer - but they missed all his vital organs

So 21 out of 46 is not a very good percentage on target.

The reason for the shoot out?
Quote:
He allegedly shot Luis Soto, 21, after a row over a woman before turning his gun on officers who were monitoring the Harlem street party.

but then

Quote:
Tests later showed the bullet that killed Mr Soto was fired from a police gun.
Police had initially claimed Alvarez killed Mr Soto dead before shooting at officers.

Looks like a cover up.

though on the lighter side

Quote:
A forensic pathologist told the Daily News that Alvarez's survival against a hail of bullets was unprecedented.
"I would say more than 20 gunshot wounds is a record," Dr Vincent DiMaio said.

So an entry in the Guinness book of World Records as a consolation.

That's what I was getting at, though I wouldn't be surprised if the entire team have retired to Florida by the time it would become a full-fledged inquiry...

Yes if that were here the chances of an actual conviction against the police will be zero. In the US however they do go to jail, not always but better than here. I am glad that the man is still alive.

Look at the manslaughter case of the man at the london protests. They are usually pushed out with a pension.
