Indeed, I use about 2 cubic meters per quarter which is very annoying because they only bill to the nearest whole unit!

That still costs me a fortune, and it's staggering to think that for every consumer they are leaking 5x my total consumption. That means my bill should be 80% lower!!

My use per quarter is very low as well. Probably something similar to JJW009. I reuse a lot of water as well. Bath water once cooled down is used on plants and the same for first water that comes out cold of the hot tap. I have plants that need 10 litres per day in the summer and that comes from the cold water that comes out of the hot water tap.
