Well they will be especially if they have been disconnected under the three strikes rule.

Cue the website design and maintenance being handed to numpties (probably friends of the gimp in charge), while getting hit and hacked on a semi-regular basis...

Yes and who will pay for the consequences of that or ID theft? It might make fraudulent claims even easier to achieve.

There must be a better way of providing this information to the populace? Maybe a single form which can be found in all public buildings on which people can fill in the details and then have the paper form sent. By having a single warehouse distributing all the forms it will save printing forms which are never used and thrown away. They could literally have small print runs possibly done in-house that can supply any need for any form. Even allowing for postage it could be cheaper, and would ensure that all the forms were up to date.
