How do the values mentioned relate to overall cost?

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

I doubt that anything will come of this. The regulator will fall for the BS that will mean that the public will get ripped off still further.

Yes but the energy companies do not do that so how can they claim that? The Europeans do forward buy but they have huge storage capacity we do not.

They certainly do with gas - Centrica (? British Gas I believe?) lost loads of customers and still turned a profit selling what they'd 'forward bought', for one...
