They should start with the State Department. The New York Times admitted that the State Department helped them redact the Wiki Leaks documents, before they were published and the redacted versions were fed back to WikiLeaks for inclusion on the website...

But once something is out in the open, it makes sense to attempt to control it. Once it's out there, they've got to try and influence how it is published and reported.
