a "computer" is anything that can do maths. a bloke with a pad and pencil is technically a computer, albeit a very slow one.

Correct. Infact a computer was the name given to blokes who did just that: crunching numbers. They were the people Charles Babbage wanted to replace with his mechanical number machines. This is the case of the name for the old thing being adopted for the new thing.

There are so many form factors and operating systems that it all get a bit arbitrary when trying to put them into classes.

There are desktop machines with touch screens and tablet machines with keyboards

Even tablets are hard to define. Is the iPod Touch a tablet? If so what about the Nano?

There are PCs that will fit in your pocket and phones that won't. If the phone can "compute" is it a computer?

It is all very confusing.

It would be an interesting project, for all of a few minutes.

I suspect that it might be mentioned just to lighten the board meeting. Then rejected. :)
