It's an absolute nonsense that'll only gain more attention as time goes on, and the BBC/government will eventually have to make a clear statement.

As a TV license holder I am not really affected, but wouldn't reception on an iPad in some field be covered by the home TV license? Which most households have now.

Yes but student households have to have TV licenses so could be covered by that. Even so as soon as they get their own place then they would need one and a few years out of a lifetime without paying is not that bad.
