Apparently not, according to a statement by an MP I've just heard. He (didn't catch the name sadly) is a member of the Select Committee on Media, Culture and Sport who have apparently invited Rebekah Brooks, James Murdoch and Rupert Murdoch to appear before them next week. The reporter asked if the committee had right to enforce attendance and the MP said they did for British citizens but as neither Murdoch was a British citizen it didn't apply to them.
James Murdoch's wikipedia entry doesn't include reference to his citizenship or his place of birth. However none of the references to his early life listed there are related to places in the UK.
