I think the only real conspiracy is whether or not the publicity material was faked, as far as I can tell.

NASA provide new evidence to disprove that NASA faked the previous evidence.

I'm sort of questioning how NASA found the deltaV to send rover vehicles on the last three missions without a major redesign which would take ages. Hell of a lot of mass.
