In that example. If there's no local Barclays because of branch number limits, then that's one less bank you can choose from. At the moment any bank that wants to be there can be.

You are forgetting the massive numbers of branch closures that have taken place over the years. This leaves communities without any banks. If banks want to close a branch they can but the branch will have to be sold to a competitor.
