Unless they are going to start recruiting 1,000's extra police then the chances of people actually being caught/fined will be very small - just another newsbite from the govt to make it sound like they are cracking down.

I see so many drivers using their mobiles to make calls and text - how many are actually caught? Probably none.

I agree, there are few police about. It is simply bad luck if you get caught, though middle lane hogs could be caught by over the carriageway cameras, particularly when roads are clear. My cousin told me of an occasion when he saw four vehicles one after the other in central London all on the phone, including Range Rovers, taxis and delivery vehicles. It seems that people clearly realise that the risk of getting caught are low.

I applaud the intention, but can't see how they're going to do it, there's so much scope for argument as there's no "set" rule, it's really quite subjective.
