There were probably enough laws already to protect the child but the relevant authorities failed to act together. A new law may have not made much difference.

The Department for Education and Coventry City Council said the appointment was a matter for Tower Hamlets Council.

All agencies involved said they had learned lessons to avoid another case like Daniel's happening again.

I doubt it. There have been failings at councils regarding child safety going back decades. This will end when departmental bosses get disqualified from working in public sector for life. Better still gaol them, that will shake up the service.
