The fine is far too low. The fine needs to be so large that the companies do not consider it. All this does is make it a cost of doing business if they get caught.

That would undermine a fundamental principle of law.

You should be careful what you wish for, the principle of proportionality protects you from excessive punishment for your infractions too. I would be amused if the next time you parked in the wrong place you were sentenced to have your liver ripped out and thrown to a pack of dogs. You might consider it an inconvenience of the worst kind.
