We can have substantiality cheaper rail fairs but that would require even bigger government subsidies which is out of the question.

 is there no equivalent of the 100% Rail card? Over here, you can get 25% and 50% rail cards, but we also have a 100% card, which for about 3000 a year means you can take any train, anywhere, any tome for no extra cost.

But is the rail network broken up into multiple franchises like it is here? With single operator I can see it might make sense.

It cover Deutsch Bahn, Metro, Norwest Bohn, BOB and most of the others, I think one of the exceptions is the narrow gauge rail in the Harz. It also covers buses, trams and underground in the cities.
