"Every citizen is affected by the massive surveillance of their private communications. Our laws protect us and threaten those responsible for such surveillance with punishment. Therefore an investigation by the Federal Prosecutor General is necessary and mandatory by law – and a matter of course," CCC member and attorney Julius Mittenzwei said on the group's website. "It is unfortunate that those responsible and the circumstances of their crimes have not been investigated."

They really need to have laws that can send ministers to prison for these crimes. Until there is a personal risk they will screw over the public because they can without any comeback.

They can face imprisonment and heavy fines, if they are found guilty of breaching data protection law.

I like that they are calling for safe passage for Snowden, so that he can give evidence at the to the investigation.

As the UK GCHQ and the NSA are also named in the suit, it will be interesting what happens if they are found guilty. For companies found guilty, it can be up to 10% of their income. Will the UK and US be fined 10% of their GDP?

Fines are all well and good, but many like the banks treat them as an operational expense which is tax deductible.
