There's a fair amount of intelligence opinion (yes, I know) that the ones they've tested might actually be the only ones they have and it's all a bluff. Not a bluff anyone feels like calling though, so very effective if it is.

You only need to demonstrate the once, will anyone want to test that you do not have any more? The Americans had problems making the bombs at first. They did not really have any spare after they publicly demonstrated theirs on the Japanese in 1945. They only had 6 the year later and in 1947 had 13. It would not surprise me if the North Koreans only had one. Though that is all they really need.
