One of the papers went into a bit more detail. One of the criteria rated "inadequate" was around the fact that when a doctor was off sick, appointments had to be cancelled or moved around. It's a bit silly - someone is off sick, patients will have to be moved or they can turn up and see someone who's not there. Further, one of the surgeries was taken over by a private company. The company hired salaried and locum doctors and there was a high turnover of staff. high turnover generally means people get a job there and realise how [LIFTED] it is and leave.
