The Auz model of cost +10% seems simple, easy to police and so will of course not happen here :)

wouldn't that be called nationalisation of ticket sales. not a bad thing ...

no - regulation - Nationalisation would be only having 1 approved government run ticket re-selling site - with maybe the need to sell the tickets to them

I've got an idea....

Issue the tickets with the names of the people they are for printed on them.
Over 18's have to show photo ID that matches the ticket to get in the venue (children can be with an adult who has a ticket & photo ID).
If the ID doesn't match the ticket, then there's no entry. Tickets can be fully refunded by the box office and then resold if people no longer want them.

Touted tickets would be worthless, so people wouldn't pay mega bucks for them.
