Three decades is a long time! I'm (only) guessing money and political BS held it back over sheer logistics.

Not sure how many moving 35,000 ton structures there are, but there cannot be that many that aren't floating.

Yeah, but it's still a very long time for something so deadly. I'm not underestimating the project, I'm saying I don't believe that necessarily adds up to 30 years.
