A fallacy I'm not so sure about but you could quite easily replace that with 'speculation' . We have absolutely no way of knowing if things would have been better if Labour hadn't come to power in '97. There is a very large portion of economic research (for example) that says that the economies of the world beat to their own rhythm and the effect of governments upon that over the long term is pretty much zero. You (or I) can probably say if our own lives would likely have been better but in terms of the UK as a whole? You've got no better odds than random of being right.
Oh and loath as I actually am to credit the tories for something, but John Major's government was largely responsible for the Good Friday agreement and thereby peace in Northern Ireland. Tony Blair & co saw it through but without Major's administration it would probably never have happened, and TB has stated that himself on at least a couple of occasions. And the minimum wage is a stricture of EU membership, I doubt any westminster government could have stopped it from happening.
