My thought

Hand in hand with very expensive travel to London and crazy prices in London, lets offer tax incentives for companies to get people home based / in satellite offices.

The objective being to reduce the need to go to London.

But the outcomes will be broadly similar. If you have friends and family in the area you have a better quality of life and can certainly be more flexible for working, if you have family that you can call upon. If you do not have such a network because you have moved away then you are also less able to change hours because you rely on third parties who will not be as flexible.
