I'm glad of the change in an entirely selfish way. The only place we can put our bins is by the side of the house. This is next to a pathway walked by several thousand students on a daily basis. Helpfully, there are no other bins in the immediate vicinity (and the council won't put one in due to some metric that completely misses the point). So, all these students dump their random crap in our recycling bins, regardless of whether it qualifies or not.

It probably meant that many such charges could have been challenged and overturned costing the council a fortune in legal fees. Simpler to avoid that prospect. It is good that they are targetting fly tippers. The fines for that should be a lot higher.

Tried that avenue when they first sent a snotty note about it. We were told that we were responsible for what went in our bins. Given that we don't ever actively put our bins out, we could probably fall back on 'they weren't put out to be taken' if need be.
