Well I would presume that the inspectors didn't visit to look for bodies, and so if the viz was so bad that swimmers and staff didn't see the body then why should they? The inspectors were probably checking swimmer/staff ratios, safety equipment and CPR signage amongst other things.

If they were checking water quality/clarity then alwam bells should have rung, and apparently the pool had been operating without a licence.

If they were inspecting a pool I would have expected water quality to high on the list of concerns so that diseases could not be spread. Ozone or chlorine use might have been useful. I do not know what pool inspectors here look for but I would think that a lifeguard on at all times would have been essential. I do agree about the safety and CPR equipment as additional things to inspect.
