To be fairer, towards the back!

Actually, no. He can join the queue provided he rings asking for a place some time after 8.30AM at which point there might be a place in the queue available that afternoon, but most likely all the places in the queue will be gone by the time he actually gets to talk to someone. If he wants to join the queue otherwise, the first available space is in a couple of weeks...
