It is obvious, that a larger engine is going to have a smaller difference.

If you have a small Twingo with the manufacturer claiming 4,1L/100KM and it actually does 5,5L/100KM, that is a much bigger difference than a Porsche Cayenne at 12L/100KM getting 13,5L/100KM. (Figures just pulled out of the air, I'm not sure what the real figures are.)

I do remember the Twingo got a real beating from ADAC back at the beginning of the year. The VW Up! was about 20% inaccurate, whilst the Twingo was somewhere around 40% IIRC.

Predictably, it also seems to affect Audi, Skoda and Seat. They probably just toss out disc images to write into the ECUs for each subsidiary.

I would think that's due to relative heat loss being less as cylinder size increases.

I think it's fairly common knowledge that MPG figures are crap. They don't reflect real life driving and some tricks are employed to get a better result like over inflating tyres. These figures come from independent labs though and not manufacturers at least. I read a Top Gear piece recently on MPG figures - I'll see if I can dig it out.

The tests are run by independent bodies, but they have a set script, which says how hard they accelerate, for how long, how hard they brake, how long they cruise, how long they remain stationary etc. and that is usually done on a rolling road. That is what the cars check for and go into "super eco" mode.
