From the tone of the memo sent by Chief Constable Andy Trotter, chairman of Acpo's media advisory group, it’s lower ranking officers and PSCOs which seem to be making these snap calls.

It smacks of inexperienced officers making poorly judges decisions to me. The public certainly aren’t going to help them if they get harrassed all the time.

To be fair, those incidents took place a couple of years ago, and the artist in question has only come forward in the light of recent events.

Still, you have to ask what kind of law guardian would ask such stupid questions as "Who wants to paint factories?". :roll:
