There is already a minimum speed limit on motorways. It is 40 or 50 mph. I can't remember exactly.

I'm not sure if there is one, bit 50mph sounds reasonable for people towing.

There isn't a minimum speed for UK motorways, there are only limits on the types of vehicle that may use them. Theres nothing wrong with exceeding 70 on the motorway, high speed has nothing to do with dangerous driving. Infact I would say its far more dangerous to be doing 50mph than 85mph. The motorway fatality rate is higher in Germany than the UK but both are eclipsed by Japan which only has a speed of 62mph. The issue is people just generally being idiots or people that are tired, ill etc.

I have seen some who think that the inside lane is 50 mph limit and 60 mph in the middle lane and 70 mph in the outside lane.

Heh, well obviously. I wouldn't recommend doing 80 if the car in front of you is doing 30 and has these strange bright red lights at the back.

I would like to say the Tyne tunnel has them..... but that would be a big fat lie or it would say 0.0001 on it judging by the speed of traffic at busy times in it.....
