At some point, France and Germany will want to send its TGV and Ice trains to UK cities. They already go outside their own territory in other countries. So far, the UK is a bit of a closed market for rail travel. There have been tests running in the Channel Tunnel to see if trains other that the Eurostar would work in them. I expect they would, but there are rules about the trains being continuous so that they can be evacuated effectively. ICE and TGV trains are no continuous because there’s an engine car in the middle.

So, assuming that these trains get allowed through, they will want to connect to cities other than London, and for that to happen they will have to travel on railways and routes that have remained unchanged since they were built in Victorian times. If you have ever travelled from London to the Midlands on a Pendolino, you’ll know there are parts where the train will travel quite fast, but a lot of the time it lumbers around at not very 21st century speeds. So, right now, the rolling stock is limited by the infrastructure. You won’t get anywhere in the UK any faster than you do now without building new track and lines to cater for the higher speeds.

What ever the solution it will look similar and cost similar. My concerns are more about cost management rather than the actual programs.

I wonder what odds the bookies would give you if you laid money down on this project coming in on budget.
