No, it's an addiction. Pie contains carbs, fat and protein which have been proven to induce a feeling of well-being and contentment. That's chemistry. You may as well be doing smack

Of all the nationalities, this one surprises me the least. No offence meant to the Frenchun at all.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

They are afraid of losing customers to the ban. How about all the people who didn't go to the pub because of the smoke? I'm luckily old enough to remember going to the pub pre ban. And smelling of ashtray for hours afterwards, with runny nose and teary eyes. Furthermore, as long as consequences of smoking are paid for by the NHS it is in everyone's interest to make it more and more difficult to smoke,

Many pubs have found to their detriment that the customers who claimed they never went to the pub because of the smoke, actually were never likley to go to the pub and once the ban came in still never ventured into a pub but many of the regular smokers stopped or reduced their visits. Its one of the reasons so many pubs have closed down since the introduction of the ban. As for the consequences of smoking being paid for by the NHS. It is in everyones interest for there to be more smoking (in a straight economic case!!! Smokers contribute more tax wise than the cost they might incur to the NHS and of course die earlier so have less impact on pensions etc
