I'm not 100% against clamping, provided you don't have to pay before they release the vehicle. That to my mind is extortion, which is a criminal offence typical of organised crime gangs. It should be obvious that if you dispute the charge, you should not have to pay the fine before you're proven guilty. That is not how the law usually works, and parking attendants should not be above the law. Towing is more extreme. In my opinion, only the police should be allowed to tow. For example, if some tit is blocking an ambulance bay or fire station then they should be impounded pronto. However, the release fee should not be demanded up-front because that is still extortion. Reasonable payment terms should be offered when the infringement is accepted or proven, just as with all court awarded fines. It is insane when the only option a broke person is given is to commit serious crime to pay a fine. I also think regular parking fines should be on a sliding scale. A fixed penalty of £120 for a 3 minute overstay when you already paid them £60 for 4 hours parking is absolutely insane. What I'd really like to see is an end to pre-paid "clairvoyant parking" so you only pay for the time you actually use. Now that would be fair! |

I think as long as it gets rid of the private clampers completely then it is good thing. |

I agree that some outfits are extortionate, but banning it completely is going too far. Instead we should be looking at regulations, with maximum release fees etc. As it stands, private land owners will now be able to do sweet FA about unlawful parking. |

I can't believe I find myself approving of clamping, but I do agree with what you say. Effective regulation of a fair system is what is needed. |

Regulations only work if enforced. If the police are to enforce them they will have serious man power problems soon enough so will be unable to deal with it. The problem will still be cowboy clampers. |

It's simpler than that, merely mandate that clampers have to be licensed and if you don't comply you lose your operating licence. Local authorities could run the licensing scheme. Of course that won't stop illegal clamping (much as this outright ban won't), but then TBH you'd have to go to court to settle that anyway (short of breaking the law yourself), so it's not really an issue. |

Yes but clampers were already licensed IIRC. So it failed. Though maybe a better solution is to use the laws of abandonment, if a vehicle is left on private property it could be deemed to have been abandoned and the land owner could rightfully claim it as his property. Obviously three occasions would stop repeat offenders, If people could lose their car because of this then it might be much more effective. It could be done through the courts, so companies who lose a vehicle will be aware what an employee has done. |

This is the kind of thing I am against. It's actually worse in terms of charges than those stupid bank charges. Does anyone know what the situation is now like in Scotland? Or have things been fine since they outlawed this kind of problem? |

Isn't it a case of dont park where you are not allowed to park and you have nothing to worry about. Excluding the real cowboys (and they should of been regulated out of the buisness)most of the people who complain about it have willfully parked where they are not allowed to do so hard bleeding cheese. If its clearly signed or obvious that it is not a legitamate parking spot, you deserve everything you get. |

Not sure how putting clampers out of work is a good idea. I do agree that basically blackmailing people on the spot to have their car released should be stopped, people should be able to have the time to consider all of the facts (signage etc) before having to pay up, but if you park in the wrong place then that's just tough. Looks like the coalition just can't be bothered to come up with a good idea so they just ban it completely. |

Such things are not always practical (for example, staff car parks), and there's no guarantee they'll stop people parking either. There needs to be a clause added to the bill that allows an exemption for pissing in the petrol tank and [LIFTED] on the windscreen. |

All the spaces at work have chains and a padlock to close the space once you've left it. All the staff who've got parking spaces, have keys. As we're right next to a public car park, we often get people trying to park in our spaces, or if the coach park is open, in there. We've had a few folk getting pretty snotty about being locked into the coach park - we usually don't rush to let them out. They've managed to ignore at least three signs on where to park to get there. |
