All the other parties have said they will vote against it so it will not (less they change their mind)

It is in theory a good idea, though

Who would get the price difference? The retailer, government or producer. If the premium brands are very little more than the cheap stuff they will increase their prices.

Add in the fact that it will boost the profits of the retailer or manufacturer so increase the corporation tax take as well.
