An explosion has torn through an offshore oil rig in the Gulf of Mexico, west of the site of the blast in April that caused a huge oil spill.

The blast, which threw 13 people into the water, was reported by a commercial helicopter company about 0930 local time (1330 GMT), Coast Guard Petty Officer Casey Ranel said.

The workers "had the presence of mind, used their training to get into those gumby suits [survival suits] before they entered the water", said Coast Guard chief petty officer John Edwards.

The captain of the Crystal Clear, Dan Shaw, said the men had been in the water for about two hours when he reached them, holding hands to stay together.

How well do those suits work in the Arctic? Any mention of who the sub contractors were?

Depends what make/model they are. Different rigs have different survival suits.

Who was running the rig? The same as the BP rig?

No, Transocean only own and run mobile drilling rigs.
By the sounds of it this was a platfrom (permanent) and would therefor be owned by the oil company (Mariner Energy) itself.
As with most platforms, it's named after the field or block it was built to produce from.
