Wait. At the moment, any ticket not issued by the council/police can be ignored and they can't do anything about it.

How will this change? If I illegally park somewhere, how can they "enforce" the ticket?

They cant call in the baliffs without taking you to court first

Would it not have been better to just limit the amount that the clampers could charge? At the end of the day that was the real issue and people still shouldn't be able to park where they like.

The first opportunity is after they've taken you to court, which is tricky for all sorts of reasons and they often don't even bother trying - they rely on a percentage of people just paying up without putting up anything like a fight. There are a range of ways you can make collecting the money more trouble than its worth for them.

I don't object to paying fines if you're doing something that inconveniences people. But if the charge is excessive or the situation unjust, stuff 'em.

A limit woud be a good thing. Above which it should be unenforceable.
