Quote:
Currently anyone owning a second home can apply for a reduction of between 10% and 50% in their bills for the property. But the policy is strongly opposed by rural groups who complain that it helps to inflate house prices in desirable parts of the countryside.
Ministers have promised to consider abolishing the tax break on the grounds that property owners wealthy enough to afford second homes should be able to pay more.

Especially if they could be used for rent. This loophole should have been closed years ago.

I think it's only fair, you think you can afford two homes? Pay for them!

I think the only time this shouldn't apply is if you have a second house for renting, at which point the tenants should be paying council tax.

That I can agree with, but also if it is empty the landlord should pay full council tax. Otherwise they would keep it empty rather than accept a sensible rent.

I think at that point it would be acceptable for the landlord to pay a discounted rate.

I think some time exceptions would be fair, such as if the property is on the long term rental market at a fair price and the owner is not using the property. You can't guarantee new tenants as soon as current ones move out.

A week between lettings could be exempt, maybe once per year. Otherwise it would be deemed a short letting property. and would switch between the two depriving councils of money.
