Wow, following reports of bans over the past few months by our cousins down under, an Australian review has actually come to the conclusion that anybody who has ever read literature on the subject could have told you years ago.

How this will affect their current approach to "ban it, it will hurt the children (who shouldn't be playing it anyway) we will have to see. From gamerant

Legally acquire would be a better phrase. Almost nothing at all to stop them playing it through other means.

If one is diving so close to the limits that +/- 1% will make a difference then the error has already been made.

I'm not sure about import or torrenting as I haven't needed to, but if I really wanted something and those methods proved troublesome then I'd get a friend to buy one in the UK and post it as a last resort.
