I think Brown has being watching Yes Minister.

There is an entire episode dedicated to this called, funnily enough, 'Open Government'. Suffice to say Government remains firmly behind closed doors as the credits roll.

Remember, always get rid of the difficult bit in the title. Bury it in plain sight. After-all, a report/plan labeled 'Open Government' has to be devised to make Government more open now hasn't it?
