The free "app" allows people to watch BBC TV and listen to BBC Radio live on the move – an action which needs to be covered by a TV licence.

HAs anyone else noticed that TVCatchup now has a TV license reminder around a small screen window.

It's an absolute nonsense that'll only gain more attention as time goes on, and the BBC/government will eventually have to make a clear statement.

As a TV license holder I am not really affected, but wouldn't reception on an iPad in some field be covered by the home TV license? Which most households have now.

Most students would not be covered for example, since if they live away from home they are considered a separate household. There must be a lot of students who watch TV on the Interwebs and don't have a licence of their own.

Yes but student households have to have TV licenses so could be covered by that. Even so as soon as they get their own place then they would need one and a few years out of a lifetime without paying is not that bad.
