That's very clever. It's one of those techniques that's obvious once suggested.

However, how do they measure the delivery time? It should be relatively trivial for a firewall to obfuscate any useful data by time-shifting or blocking the reply. Echo location doesn't work if there's no echo.

Relatively trivial to do if you can differentiate which packets are which. I wouldn't want all my net packets to be delayed just on the off chance some of them are echo-location. I suppose you could put it off 'enough' by delaying the packets for a 'non human noticeable' amount of time (say less than a second) and possibly throwing in some random factor so different packets are reflected with a delay of between .5-1 second to really screw them up.

It also depends on where you are, here they seem to have been able to track you to the nearest exchange for years.

If they do a traceroute, they can probably get that down to the street box.

I imagine FTC will help a lot with that. If every cabinet appears as a hop then there's absolutely no way to hide without resorting to VPNs and such.
