Mr Obama has previously called for a step-change in energy policy, saying the US must move towards getting 80% of its electricity from clean energy sources by 2035.

Well looks like that objective will never happen. Though longer term it means that lots of Florida will disappear under the oceans.

Halliburton aren't an oil company. They're an oil service company.
It's up to the oil companies as to whether they use Halliburton's services on the rigs they hire or not.

Yes but Halliburton work for all the oil majors so would probably get a big slice of any work.

Probably. But that would have nothing to do with the choice of oil companies the US government gives new leases to.
