Probably, offer the zombies a free run of the country. Usual deal - free accommodation, political and religious preference and all the poor people they can eat.

Any student or ex-student will be able to tell you their zombie contingency plan...
I've currently got a blog running with a few mates which tells the story of several characters who are putting their contingency plans to the test due to a leakage at a testing plant in Birmingham.

There is clear need for a zombie warning system. This justs proves it. They were lucky that these were not malicous zombies, and had been previously stocked up on human flesh.
