32 million litres of drinking water dumped

Well, they filter and treat the water and pump it into a reservoir that's open to the air and any bird that wants to dump in it (or even fall out of the sky dead into it), fish that live in it or, in this case, bloke to pee in it. Does seem like a particularly stupid way to go about things.

The quality of treated and uncovered water will still surpass the majority of the world's drinking water.

Could be squash/cordial as I've heard it by that name elsewhere. Or they take 1 glass of orange juice and add 2l of water and 500g of sugar to americanize it.
