In the US they have a rule whereby before energy companies can build a new power plant they have to exhaust alternatives like energy conservation. For energy companies it can mean delaying a new plant for years which is cheaper than building a new power plant.

From that you could assume that there are houses out there with insulation, but less than 125mm.

Loads. MIne is not insulated, I am wating for it to be insulated. There must be millions of privately rented places without insulation. It could have been taken out and as the landlords do not pay the heating bills they do not care.

Did you read the OP lol I was quite staggered by that, given the all the widely publicised government incentives and the high price of fuel.

Sounds like ours when we first moved in. The loft insulation was terrible (shredded news paper by the look of it). There was nothing in the wall cavity. The double glazing was knackered. The first winter was freezing. The next summer we got all three fixed/done. The difference the next winter was massive.

Are there no laws regarding providing suitable insulation in your house if you intend to rent it out?
I would have thought that would have been one of the first things on the list, if you intend to make money from tenants then it could be argued that you have to make sure it's habitable and have the minimum insulation specs.
I am surprised by how many are uninsulated though.

There are no current laws.
As a tenant I would offer to fit loft insulation if the landlord paid for the materials.

More than fair. It seems a bit daft for them not to but then I guess they don't have to pay energy bills. Stopping damp would be a good reason for all of them to insulate.

Yes but my landlord will not pay for even the curtain rails. So I am planning to move before winter strikes.
